**Environment**
tested on Windows 10

**Steps**
-launch firefox
-open a private new window
-click on megabar (dont type anything)
 

**Actual Result**
footer selection is not visible

**Expected Result**
per design now footer selection should be visible always

**notes**

-Its uncertain what options will be visible in private mode, since for example history icon is not something  a user would want to see for private mode?

-If i type a word in megabar , the footer does show up with the one-offs
