Note that in Tor Browser we set `browser.pagethumbnails.capturing_disabled` to `true` for the reasons mentioned.

This setting is still relevant for the tab previews and lingering ctrl-tab feature.

@thecount Is this still used for `about:newtab`, or should this be moved to a different component?
