**Steps to reproduce**
1. Launch Firefox.
2.Access the following [webpage](https://outlook.live.com/people/)
3. Click on the mobile number.


**Expected result**
* The "Allow this site to open the tel link?" doorhanger is displayed.

**Actual result**
* Permission doorhanger isn’t displayed.

**Regression range**
* I don’t think this issue is a regression since it is reproducible only on the ubuntu 20 machine, but I’ll investigate to see if it’s one.

**Additional notes**
* This issue isn't reproducible on Ubuntu 18.04
