This is interesting. With RCWN enabled, I believe we can see that this significantly improves cache performance: More channels end up completing via cache, which has the effect of increasing the perfstat `HttpChannelCompletion_Cache` (high confidence) and decreasing the total durations for `HttpChannelCompletion_Network` (high confidence). Overall time spent completing network requests, `HttpChannelCompletion` is improved. (3.39% low confidence, macOS).
