Although these points have been mentioned before, I would like to emphasize that the "reasons listed in the User Story" are pretty dubious:
 - "we assume gets low engagement" - This assumption has absolutely no data behind it
 - "We want to make sure that we design defaults that suit most users" - This reason doesn't really make any sense. Since "compact" is not the default, it's behavior/appearance has absolutely no impact whether the design defaults suit most users.
 - The hardware report still has an open needinfo that needs to be answered. And regardless of the answer to that question, it is very unclear why a larger screen size would obviate the need for compact mode.
