Agree with the commenter. The ordering of the options should put "Close Tabs to the Right" first in the submenu. It should go first not only because it will preserve muscle memory, but also because it is the most commonly-desired option (as very clearly demonstrated by the fact that we only had this option in the past) and the first item of a submenu is the easiest to get to.
