Using userChrome.css is not necessarily related to Proton. From my experience as operator of the biggest German speaking Firefox support forum most people wo requested changes after the launch of Firefox 89 were people who were already using the userChrome.css file anyway. Only a few percentage were new to the "individual customizations game".
