Fixed by EGL (bug 1751252, bug 1742862) as long as `Force Composition Pipeline` is enabled in NVIDIA X Server Settings (bug 1736245):
* EGL: 4 windows of https://www.vsynctester.com/ with each ~45-51 fps on the 60 Hz display.
* GLX: 4 windows of https://www.vsynctester.com/ with each ~15 fps on the 60 Hz display.

If `Force Composition Pipeline` is disabled, EGL is barely better than GLX:
* GLX and EGL: 4 windows of https://www.vsynctester.com/ with each ~15fps on the 60Hz display
