I've reported this to our Apple contact, referencing FB9433749 and this bug.

It's concerning that we are not getting crash reports for this issue, but the problem might be occurring too early during startup or perhaps the ports issue affects crash reporting.

I have not been able to reproduce this on a MacBookPro15,1 with/without SIP.
