Christian and I talked. We are looking at porting the Fennec patch to Fenix in the new year. Just about all the Fenix team are on PTO through Jan 3 (Europe/NA). Our understanding of the problem is as follows

* The Samsung device factory reset usecase is not applicable to Fenix. This was a problem on Galaxy S3 phones running Android 4.x which we don't support. The unsupported Fennec v68 will run on affected devices has the patch I pointed to above.
* Modern Samsung devices using the Samsung dialer do not accept dialer codes from external apps. 
* USSD code generally is a DoS, see comment 0 for an example. People in specific countries where USSD codes are used for additional features may be affected if their dialer does not protect them (comment 25)
* Evaluate if SMS/MMS is in scope
