**Steps to reproduce**
1. Open the .dmg and drag Firefox to dock.
2. Click on the Firefox icon from the dock and choose Don’t Install.

**Expected result**
- Firefox window is brought up

**Actual result**
- Firefox is launched somewhere in background and will come up only when clicked again from the dock

**Regression range**
- Not a regression, this was added by bug 516362.

- The issue is not reproducible on Nightly 94.0a1
