Not entirely sure... I think it was just not complete. There are still `FIXME` in the flt file. Not sure whether I completely addressed the "There are multiple constructors and every path needs to make sure the localization object is initialized"-review comment. It also might need test files. I mostly abandoned due to me switching to Privacy team and me putting away non-essential Networking bugs I was still assigned on.
