This flag is set [here](https://searchfox.org/mozilla-central/rev/b19830c6b22f73758862d34d2c64f57735890e90/dom/base/nsDOMWindowUtils.cpp#3103) if the pref `formhelper.autozoom` is set to false, and this pref is only set to true on mobile. So this is something else that needs to be flipped when running the test on desktop.
