Why do we need it? Why isn't [this](https://searchfox.org/mozilla-central/source/dom/base/nsContentUtils.cpp#2352-2363) sufficient? Or are you saying we wouldn't use either of those specifically, but we'd need to add an odd exception for pdf.js of some type? Do you know what that exception would look like?
