Wait, I'm wrong, it seems to fix it, but I'll keep testing. I was wrong because I still saw the issue in the profile select screen, but that screen wouldn't have profile based changes, thus I still saw the issue. Once I log into the profile with gfx.webrender.max-partial-present-rects set to 0, I have yet to see the issue.

Updated this comment a bunch because it initially gave me a a false positive. Then took a bit to reproduce the error, as is sometimes an issue with intermittent things like this. Setting gfx.webrender.max-partial-present-rects to 0 does not fix it.
