This should not unconditionally disable smooth scrolling.
For new users (new profiles), the default is to disable smooth scrolling. 
However, users should be able to enable smooth scrolling from the settings.

For existing users (used profiles) 、in consideration of the user experience, this should not change their existing behavior.
