Split ask 1 of Bug 1754227 described below in its own bug

 Two promo links that needs to be localized and styled as links. Existing VPN promo template has one promo CTA. For capturing event telemetry on these two links we can repurpose existing promo_link event telemetry to send click source inside extra_keys and in the code say { cta_link: "qr" or "email" or "image_1" or image_2"}
