STR:
1. View attached testcase in Firefox on macOS.
2. Cmd+P
3. Click "Print using System Dialog" (at the bottom right)
4. In the system dialog's "Paper Size" dropdown, choose "Manage Custom Sizes".
5. Create a custom size 8.5in by 11in, with "Margins: User Defined" and set to something obviously-large, e.g. 3 inches on all sides.
6. Click "OK". (This takes you back to the system print dialog.)
7. In the "Paper Size" dropdown, choose the custom size that you just created.
8. At the bottom left corner, click "PDF" and then "Open in Preview" (or save

EXPECTED RESULTS:
The generated PDF (shown in Preview) should use the (obvious/huge) custom margins that I set in step 5.

ACTUAL RESULTS:
The generated PDF uses regular default margins, not the custom ones that I asked for.


Chrome gives EXPECTED RESULTS (though only for large margins -- if I adjust the STR to use e.g. 0-sized margins, Chrome seems to clamp to the default margin size).

Firefox and Safari give ACTUAL RESULTS.
