I'll add something like the [blocking of old nvidia drivers](https://searchfox.org/mozilla-central/rev/6ec440e105c2b75d5cae9d34f957a2f85a106d54/widget/gtk/GfxInfo.cpp#689), but for intel. This will activate software WebRender for users in a similar situation, which should solve this problem for this class of users.
