When I re-nabled this test locally, it passed for me on both macOS and Linux. I have [a try push here](https://treeherder.mozilla.org/jobs?repo=try&revision=83d07c5a165dd09ad2a7a867487256352c75dbb7) where I've just gone ahead and re-enabled it without any other changes. If it comes back without any suspicious failures in browser_notification_dot.js, then whatever was originally causing it to fail might have gone away and we might be good to re-enable.
