**Steps to reproduce**
1. Launch Firefox
2. Access about:preferences and scroll the page down
3. Press the keyboard arrows

**Expected result**
- Up key scrolls the page up and down key scrolls the page down

**Actual result**
- Left does nothing, and the other arrows scroll only up

**Regression range**
- Will see for a regression

**Additional notes**

- If fullscreen is active, the issue is not reproducible
