I've reproduced this issue using Nightly 114.0a1 (2023-04-10) on Windows 10 x64.
Verified as fixed on the latest Nightly 115.0a1 (2023-05-24) and Firefox 114.0b8 versions on Windows 10 x64, macOS 13 and Ubuntu 22.04(+attachment) .

* In order to test in Firefox 114.0b8 I've set following prefs in about:config :

browser.migrate.content-modal.enabled: true
browser.migrate.content-modal.import-all.enabled: false
