Will has been talking with Julian from UX about a notification area in the extension panel:

We want a similar notification to inform users about Quarantined domains, and this could be the fist type we ship, limited to only users of Quarantined domains.  We can design a more general design / update this specific instance after 115.

Requirements:

* When the user is on one of the Quarantined domains,
* Set Attention dot for the Extension Button (regardless of other conditions)
* When the panel is opened, show the info panel with text (perhaps parametrized with domain name?), and a learn more link to SuMo.
* Have a way for user to "dismiss" it from showing up again (perhaps clicking the (i) button in top right), and remember the state.
* After it was dismissed, visiting a Quarantined domain doesn't trigger Attention dot or show the info panel (clicking the (i) button to shows it again?).
