### Steps to reproduce
1. Open the tabs tray.
2. Tap on the three-dot menu, and observe. 

### Expected behavior
The tabs' tray three-dot menu remains "stuck" in its position.

### Actual behavior
The tabs' tray three-dot menu position changes every time the user turns the device from portrait to landscape and viceversa.

### Device information
* Firefox version: Fenix Beta 115.0b4
* Android devices: Google Pixel 6 (Android 13), and Samsung Galaxy Note 8 (Android 9)

* NOT reproducible on RC 114.1.0
