**Environment:**
Operating system: Android 12
Firefox version: Firefox Nightly 118.0a1 (2015965603-🦎118.0a1-20230731215815🦎)


**Preconditions:** 
Clean profile


**Steps to reproduce:**
1. Navigate to https://www.msn.com/en-xl
2. Wait for the page to load.
3. Observe the result

**Expected Behavior:**
The cookie policy pop-up is present.

**Actual Behavior:**
The cookie policy pop-up is missing.


**Notes:**
- Reproducible on the Release version
- Reproducible regardless of the status of ETP
- Works as expected using Chrome
- Screenshot attached
