Variant 1 of the Embedded Migration Wizard [experiment](https://experimenter.services.mozilla.com/nimbus/embedded-import-wizard/summary) performed better and as a result we'd like to make this the default experience. We would like to update the layout for about:welcome to use variant 1.

Variant 1 - all import options available by default, no `+` button
Variant 2 - all import options are hidden under `+` button/need to be expanded
