This bug is required as a follow-up to Bug # 1815534. The CA is required to file a separate incident report for the delayed revocations menitoned there. See https://wiki.mozilla.org/CA/Responding_To_An_Incident#Revocation As outlined in the wiki page linked above, the incident report must include e-commerce monitoring's "analysis to determine the factors that prevented timely revocation of the certificates, and include a set of remediation actions in the final incident report that aim to prevent future revocation delays."
