What exactly are you referring with "allow list"? There is nothing labeled as this in uBO.

If you are referring to the "Trusted sites" pane, adding `googletagmanager.com` to it would accomplish absolutely nothing since the trusted sites directives concern only the URLs appearing in the address bar, nothing else.
