I can't reproduce it on Fedora for 115 and for any newer release. 

TC:
- Configured two new mail accounts
- Clicked on the "Account setting"
- re-ordered them with drag and drop
- Restarted Thunderbird
- Account settings again
- The order pf the accounts is the same after the reordering
