I set up a new pop3 account with outlook.com with default settings and don't see a problem receiving new mail with normal password or then after changint to oauth2. Not seeing any error messages regarding UIDL or XTND XLST. Can you you tell me exactly your various POP3 server setting you have in TB? Is the problem intermittent? If you restart TB, does it allow new messages to come in?
