This was ported over from OS.File in bug 1749620. However, when it was migrated, it caused some issues because OS.File would wait forever for its pending writes to finish and this was often causing shutdown failures. So I had to add explicit support to IOUtils in bug 1769152 to support writing after profile-before-change so telemetry could submit and we had to block so that we could ensure the write would finish.

I don't have any insight into how important this telemetry is as I was just doing grunt work to port this code. The telemetry appears to have been added in bug 1044020 by Yoric 10 years ago.
