Steps to reproduce:
 1. In Firefox for Android, enable the dynamic toolbar and put it at the top.
 2. On a simple page like https://www.mozilla.org/en-US/ , slowly scroll the page down, hiding the dynamic toolbar.

Expected results:
Scrolling should feel normal.

Actual results:
Scrolling twitches up and down, and there is a flickering black bar at the top.

This is in addition to the twitchy scrolling from bug 1893042.

Scrolling is really jumpy, jerking up and down during the smooth pan.

This is in addition to the twitchy scrolling from bug 1893042.
