**Environment:**
Operating system: Windows 10
Firefox version: Firefox 126.0/128

**Steps to reproduce:**
1. Access https://www.goodcarbadcar.net/2023-us-auto-sales-figures-by-manufacturer/#lastmonth

2. Scroll up and down the page

**Expected Behavior:**
The page scrolls smoothly

**Actual Behavior:**
When scrolling, the page keeps coming back to previous positions in different point on page.

**Notes:**
- Reproduces regardless of the status of ETP
- Reproduces in Firefox Nightly, Firefox Release
- Does not reproduce in Chrome
