Placeholder for transitions/animations for opening and closing the sidebar.

This will be timeboxed work to two weeks to try to make the expanded/collapsed states of the sidebar more smooth (especially when the "always show" setting is selected and a user toggles the sideview icon).

The animation of the tools and pinned tabs will be handled in a separate bug since this is higher priority.
