On the latest Nightly 130.0a1 from 07/29 with the Toolbar Redesign feature enabled, the 3-dot menu does not display hover state when using an external mouse. 
Tested with Google Pixel 8 Pro (Android 14).

On the latest Nightly 130.0a1 from 07/29 with the Toolbar Redesign feature enabled, the 3-dot menu does not display hover state when using an external mouse, both in browser and in custom tab. 
Tested with Google Pixel 8 Pro (Android 14).
