I think it's time to move forward with the feature "sameSite=none requires secure" for the following reasons:

1. The 'network.cookie. same site. noneRequiresSecure' preference has been in use for over four years in nightly without any major issues
2. chrome has released this feature already
3. WPTs require this feature on (https://searchfox.org/mozilla-central/search?q=etwork.cookie.sameSite.noneRequiresSecure%3Atrue&path=&case=false&regexp=false)
