Operating system: Windows 11
Firefox version: Firefox 128.0 (release)

**Preconditions:**
- ETP set to STRICT
- Clean profile

**Steps to reproduce:**
1. Navigate to: https://global.support.tfd.nexon.com/hc/en-001/signin?return_to=https%3A%2F%2Fglobal.support.tfd.nexon.com%2Fhc%2Fen-001%2Fsignin%3Freturn_to%3Dhttps%253A%252F%252Fglobal.support.tfd.nexon.com%252Fhc%252Fen-001%252Frequests%252Fnew
2. Observe the page

**Expected Behavior:**
Sign in page is loading

**Actual Behavior:**
Sign in page is not loading

**Notes:**
- Not reproducible with ETP STANDARD/turned OFF (both Normal and Private Browsing)
- Reproducible on the latest Nightly
