**Steps to reproduce**
1. Launch Firefox.
2. Open the Dedicated Search button dropdown.
3. Select ‘Actions’. 
4. Submit any of the following: Manage bookmarks, Clear history, Open developer tools, Manage passwords, etc
5. Observe the address bar.

**Expected result**
* Actions mode is dismissed.

**Actual result**
* Actions mode is not dismissed.

* Not a regression.
