We want a new ping with minimal data.
This is starting out as just another custom ping.

Todo:

* What metrics go in there?
* What submission schedule?
  * Probably along with `baseline`

We'll add a new custom ping with minimal data.

This change allows us to offer Firefox users more granular choices in data collection.
