### Steps to reproduce

1. Open a local PDF in fenix
2. Make 2 weeks pass so that it goes inactive
3. Try to reopen the inactive PDF

### Expected behavior
Fenix tries to open the inactive PDF.

Maybe we want to ask UX about this as well. Do we want to make local PDFs inactive when open in fenix? Should they stay active or should they just be closed after it reaches the inactive threshold?

### Actual behavior
Fenix tries to open the inactive pdf with a File Not Found error
