**Environment:**
Operating system: Windows 10
Firefox version: Firefox 134.0

**Steps to reproduce:**
1. Navigate to: https://www.virustotal.com/gui/home/upload
2 Observe

**Expected Behavior:**
The site layout loads fully

**Actual Behavior::**
The layout is broken

**Notes:**
- Reproduces regardless of the status of ETP
- Reproduces in firefox-nightly
- Does not reproduce in firefox-release, and chrome
