We should remove the Suggest opt-in dialog. We haven’t used it in a long time, we don’t have plans to use it again, and it would be nice not to have to wait for its tests to finish when running tests. Daisuke says he can work on this later when more urgent work is done (thanks!), so I'll go ahead and assign it.
