Ugh, I had a [clean try push](https://treeherder.mozilla.org/jobs?repo=try&revision=4b95e491be9615dc046ea0a026f0d97dba7492e4) prior to review. I took some optional feedback on a micro-optimization to the code that ended up causing the testing to have some race conditions. I'm just going to revert the micro-optimization for now, as it's not really worth what I would need to do to make the testing reliable. I've rebased on top of Bug 1942349, which is currently queued for landing and has conflicts with this stack. Now I am waiting on a new [try run](https://treeherder.mozilla.org/jobs?repo=try&revision=1bbc558ec64f05843f47f69b230a8f99a2b5739f) to complete successfully before attempting to re-land. Sorry about that!
