This seems to be related to DLL versions, at least in the cases that Connor Fitzgeral, :nical, and I have reproduced together. Specifically, we had `dxcompiler.dll`s with old Windows SDK versions (i.e., 10.0.10*.*), rather than DXC-ish versions (i.e., 1.6.*.*).
