**Steps to reproduce**
1. Create a Tab Group
2. Open a few new tabs outside the group
3. Shift select all the tabs and drag them to the Tab Group


**Expected result**
* User should be able to drag and drop multiple selected tabs to a Tab Group

**Actual result**
* Unable to drag and drop multiple selected tabs to a Tab Group

**Regression range**
