Wondering if this bug should be considered as a perf issue where we are slower than Chrome. CC jfkthame and Lee.

Wondering if this bug should be considered as a perf issue where we are slower than Chrome. Can repro with COLR disabled. Can repro on a build from Jan2022 so not a new regression.
