**Preconditions**
* browser.ml.linkPreview.enabled = **true**

**Steps to reproduce**
1. Navigate to https://en.wikipedia.org/wiki/Main_Page.
2. Hover over a link on the page and press "Shift + Alt" on the keyboard to generate a link preview.
3. Attempt to navigate to the link preview panel using "Tab".

**Expected result**
* User is able to navigate to and inside the link preview panel using "Tab".

**Actual result**
* The link preview panel is not reachable using the keyboard.

**Regression range**
* Not a regression.

**Additional notes**
* Clicking inside the panel and then using tab doesn't work either.
