I can reproduce the issue on Nightly139.0a1, Firefox128esr Windows11. And I can reproduce this even on Firefox91.

zip, mp4 are also affected. 
So, seems irrelevant to the file type.

I can reproduce the issue with https://outlook.live.com on Nightly139.0a1, Firefox128esr Windows11. And I can reproduce this even on Firefox91.
