In Bug 1941656 we added telemetry for stubs which are too large. Results (unfortunately in Looker which is behind SSO) indicate that depending on channel, we see between 0.5 and 1% of documents producing an IC stub which cannot be attached because it is too large. This is actually quite a bit more frequent than I would have expected. I'm opening this bug to track discussion here.
