Oh, the STR in cooment 12 requires another trigger to reproduce this bug. Hmm. When I hover the pen, the `mousemove` caused by a mouse is dispatched by `nsWindow::DispatchMouseEvent()`. That's unexpected result in the widget level (I'm still not sure whether this is unexpected OS level behavior).
